Does the city or town...whoever owns the park, maintain the park in good condition? If you maintain a park in good condition most of the time people are not going to hang out that aren't going to take care of it... I'm 70 and I've been around to a lot of parks and the places that are kept up, have very little crime. It's a commitment to the community... Can't just make an initial investment and then let it fall apart.
