As far as I know you can share without publishing in the playstore but the app should still follow all the guidelines. If your app doesn't follow play store guidelines and you are directly distributing it then also it is against admob. Your app should follow the guidelines, no matter where you distribute your app.
Daal toh sakte hai but kyun daalni hai. Kissi aur ki app mein koi violations hue toh aapka account terminate ho sakta hai. You can but it's not recommended.

You need to have written permission if you are showing just webview inside your app. Aap kissi aur ka content nahi use kar sakte unki permission ke bina. It's a universal law.

As far as I know you can share without publishing in the playstore but the app should still follow all the guidelines.
If your app doesn't follow play store guidelines and you are directly distributing it then also it is against admob.
