My experience with Dubai is nothing is really followed through, and you start to notice the gabs and misalignments, not to mention the lack of taste. The lack of taste I saw at Burj al-Arab was weird, like do you really need a golden "Wet Floor" sign, and why is there a tunnel with led lights like a SCI-FI prop into the restaurant at the top floor ?
Actually found a photo of it, all those black panels on the left photo have small led's inside them in a pattern, but it does not match the restaurant style or the lobby style before the tunnel, it was really like somebody just said " I want this here" in the planing phase and forgot about it.

Okey 1. Why is a place in the middle east called "The Heart of Europe"?
2. That villa is completely impractical to live in full time, since it has no helipad and getting there by boat would be nightmare. Anyone who spends 20 mil on a villa will not want to be basically stuck there.
3. It looks incredibly cheaply constructed, someone else in the comments even made a list of the worst parts. It definitely doesnt look like its worth even half the price,
4. Why are all the "bedrooms" equiped only with couches? Who in their right mind wants to sleep on a couch in their 20 mil house?
5. The only possible use i can see for this is a party house for young, inexperienced rich kids.
All in all this thing completely fits in with the whole of Dubai. Cheaply constructed wannabe luxurious spot. Its overpriced pretencious high end building.

You have no idea of how much work goes into keeping this thing clean, functional and afloat. Apart from the moving parts on a yacht(ie the motor etc), pretty much any maintenance a yacht needs(regular painting, restocking water/food/fuel, repairs, cleaning) applies to this thing as well, except its rarely exposed to bad weather.

There are temporary loose holding tanks incase of isolation from shore supply and discharge, but in general there is continuous shore supply and discharge. Hope that helps.
