To be fair, he followed the instructions that were on whatever website took his money for that “documentation”. Presented all the “information” they told him to. Recited all the rubbish they suggested. And it worked, just as well as normal.

There isn’t a police force or court in the US that would accept the “information” he presented as valid. So what’s more likely? That every judge and police officer in the land is lying? Or that the website that took his money for all this nonsense is lying?
And let’s say it’s the former. Well, in that case, they’re obviously pretty determined to keep doing it for whatever reason. Easier to just comply with their requirements, which are hardly onerous.
