      Did you know that these types of buildings have been found by the courts to be non-public buildings? This means that administrators can determine what restrictions are applicable or not in order to service the building's purpose. If you don't follow these restrictions, they can trespass you from the government building. Would you like me to cite the cases that prove me correct?

They can have certain hours where they are "open to the public" - sean was there during those hours. They can also have areas that are "restricted access" where the public may not enter - sean was not in any of those areas. If a person is in an area that is publicly accessible they cannot be trespassed. You seem to be confused. You think that because they are allowed to make certain restrictions, that NONE of it is publicly accessible. This is just ignorance

      When has there ever been a situation when people were treated innocent until proven guilty?
      That's a myth and has never been true ever! The second someone is approached by a cop they are assumed to be guilty of something and are required to prove innocence or they go to jail where they are further treated as guilty! Then maybe one day you get to court and are proven innocent only for the cops and judges to still believe you are guilty!

      Actually, that goes back to French justice, including Napoleonic Code. When Louisiana was under the French it was still that way: guilty until proven innocent. (Joan of Arc knew about that mentality.)

    The first cop is very unprofessional and immature, simply unable to identify, it took way too long, shameful for a man of that age. The security guard was actually much more professional than the first cop. I hope somebody learned something this day!

    We pay for these records, the building these records are housed, the security and police that are used to protect these records from the people that pay for everything and incarceration and processing of the law abiding citizen that checks up on our spending.     I don't like it that they require approval from a superior officer in order to do that which, as you so clearly explained to them, is their sworn duty.
    Any True American would do the right thing in defiance of a superior officer if necessary and would put rightness, honor, and principles ahead of career considerations.
    So therefore I don't regard any of them as True Americans.

      County clerks were so tremendously terrible that gov'ts all across the nation enacted laws to set prices per page for copies (this is like the 70's), as they would charge crazy amounts to get copies. Now look how those "maximum" charges laws have turned in the back of the people. "you can't take pictures as we can't rip cash out of your hands then!"

    I went to my courthouse to get a copy of my divorce decree. They said it was going to be $35 until they found out that I was the one that was raising the kids and then it was free. If you're down our public servants will just kick you again. Good work Sean!!

    He said that it was not a law but a policy and since it is a constitutional right to photograph in public and public places and the room houses public documents then Sean has a right to be there and the sign is wrong. That is dangerous the officer saying the policy can supersede the constitution. The government wants their money for copies of documents and don't want people taking their own copies with phones or camera that is the problem.

      I would say it's probably unconstitutional to be denied access to view public records (14th Amendment most likely), but they can charge a reasonable fee for copies. Viewing and/or photographing them yourself should cost nothing.

    I had a similar experience at my local court house. I was trying to find my title deed in the public records department and was told that they would be glad to give me copies of whatever I found. I told them that I would just take a picture of the screen if I needed a copy. The clerk pointed to the "sign" that said no photos or video allowed and told me not to take a picture of the screen. I said that I would if I wanted to. The supervisor came out and told me it was against the law to take pictures in the record room. I asked for the statue since it was not on the "sign". We got into a small argument about our rights and it ended with the supervisor leaving me alone. She had never had anyone do this she said. That is the problem. We have become sheep and have let our hired hands rule over us. Great job as always Shawn!

      Most jurisdictions charge a small fee for copies of records that doesn't exceed the actual cost to make them, which is pretty reasonable especially as a holdover from the pre-digital era. Three foot wide plans cost money to photocopy, and having done it the costs of only a few dollars are not unreasonable.
      Banning cameras to charge people those couple dollars though is not just illegal and immoral, but also stupid.

    Thumps up to these officers! It is fine to be skeptical until they figure something out correctly. The Recorder of Deeds likely doesn't realize that their security recordings can be viewed by anyone after a FOIA request. Recording isn't "creepy". They already know they are being recorded much of the time. Privacy is increasingly becoming a civil rights issue, especially after smart phones, and more folks should learn that there is no expectation of privacy in public.

    The lady saying it’s creepy really makes a statement about how a lot of people don’t realize how many cameras there are around them because they’re so disguised once they realize how many cameras there are out in the public a lot of people might be creeped out

    Public servants are a product of the public school system that no longer teaches the elements of the Constitution… I’ve learned myself how uneducated I was to our rights and access to public buildings. Thank you and the other auditors out there for opening our eyes.

      Sadly you are correct. Function of the Government. If the citizens are kept ignorant and follow dictates of any cop and anything a cops says they are easier to control......Change is amoung US!

      Sadly, I went to school when it was actually a required subject. Yet there are still too many people I went school with who are ignorant.

    The problem is, they THOUGHT they knew what they can and can not do. They were willing to escalate on their own, even after you asked for a supervisor. They did not care about the law at all! They would have kidnapped you if they did not take your advice and contact someone to find out the REAL law. Sad state of affairs!!

    Why does all private security fail to secure anything? This guy is halfway out the room, looks like he's ready to run and can't even make eye contact. Scared as hell. Wrong profession to be in.

    Well done Deputies! Handled the situation calmly and made a phone call to gather information to manage the situation calmly and lawfully. The Security guard handled himself well and stayed within the scope of his authority. Well Done!!

    The country is so messed up that government workers think they have a right to privacy in public, and even put signs up stating that. Thanks again Sean for educating people about our rights. I wish i had a camera a few years ago when two cops beat the heck out of me when they were looking for someone else. They came to my house and attacked me for nothing. That happens a lot in the country. Cops always get away with it too.

      Country is too big to be ran and trusted by one government power !
