Mines doesn’t sound like a hum but more like a actual squeak. I’ve been spraying in between the actual steering wheel with liquid wrench… sound went away a bit but still there. I guess I need to go underneath like your video.
Could be a few issues. Check power steering fluid level. Could be issues with the power steering lines. Maybe failing power steering pump. Worst case it could be the rack and pinion.

Dont use that stuff use silicone not oil

I would not use that stuff for any rubber components. You can get the same brand, but a silicone lubricant. Comes in a green can.

Lubrication, just need to do it every so often as with everything else
Do this if you want your car to stink. Otherwise use some type of conditioning detail spray.

Yes but by then you should have enough money to take it to a mechanic or get power steering fluid, or replace the pump

Depends on car, some are already exposed, some are covered by plastic
