That is the foam cone right? When buying oil for it, make sure the oil is compatibel with a foam filter. There is a difference between oil for paper/cotton filter and foam filter
Yep you can indeed clean foam filters but as Thijs said, make sure you get the right oil for your specific filter! There should be info on the manufacturer's website

How did your gloves hold up? The oil I use for my foam filter actually dissolves latex gloves
My gloves are latex free. These ones are specifically vinyl gloves so the oil had no effect on them
