Kind of boiling yes but Boiling is done in more water at high heat.

Yes, start in a cold non-stick pan. The chicken would fry in it's own rendered fat from the skin. It will get crispy on the outside, but moist and juicy on the inside with a taste almost akin to rotisserie chicken.
