There is nothing hard, just download SEUS renewed shaders, place them into the shaders folder ( To find the shaders folder, hop over the shaders settings in minecraft there will be a button that says open folder ), then do the same for resource pack. In game enable the resource packs and shaders. Then yore good to go!
32X and 64x should be fine, 128 could be experimental, and 256x is just too much if you run it on optifine, the only bottleneck you will have then is your ram. for 256x creator of patrix stated to not run it unless you have 48GB of ram or more. Also it depends on what resolution you will play it.
Depends what version you are using for example optifine is not as good as sodium, if you install sodium mod that should resolve your problem with huge ram usage therefor it will increase your performance.

No seus renewed works perfectly fine on amd gpus

There is GUI scale option in settings, just make it 1 or 2 it will be small.

How many textures from 32x to 258x i can run with a PC which have this config Intel core I5 10300h + RTX 2070 8go VRAM and 32 RAM ?

Make sure you are using SEUS renewed shaders not the PTGI ones. Those are more demanding. As for the settings, I think they were default.
