Not a strong build but a fun little end-of-league project with the "Trigger a socketed fire spell on hit" enchant.

Build mechanism
Unseen Strike from The Hidden Blade will hit with main hand (which is the axe), that cause the "on hit" enchant on the axe to trigger the Tornado spell.
The reason of using Tornado is mainly that since it is a fire spell that doesn't care about cast speed, it ignore the downside of the low trigger rate of Unseen Strike (Another similar spell being Cremation and its variations).
Besides, Tornado can gain easy scaling from physical to elemental extra damage. In addition to having both physical + all three elemental, aoe, spell, and duration tags to be used with a large variety of support gems and benefits from any type of elemental critical multiplier from jewels and passive tree.

Sustaining Phasing
In order to trigger Unseen Strike we need to be in phasing.
We use The Traitor and The Tides of Time to sustain a Quartz flask for phasing. Some investment into flask gain/duration is needed via jewel/cluster to make 3 flasks to have 100% uptime. You can make a copy from this sheet to see if you can sustain specific flask: docs.google.co...
Another method is to use Watcher's Eye haste for permanent phasing but the aura doesn't do much for this build other than movement speed and it cost a hefty 50% reservation.
Mageblood will be the biggest upgrade to get rid of all flask related mod and enable Inner Conviction for more damage.

Additional notes
The tree can easily grab Pain Attunement, getting low life for more damage but it would be more susceptible to one-shot. To do this can reserve Petrified Blood with mana and put Herald of Purity to reserve life. Vitality need to be removed and probably need to grab Magmatic Strike and fire mastery for regen.
Combat Focus aren't worth the 2 jewels slots due to not heavily invest into a specific elements. As an Inquisitor we ignore all three elemental resistant, and have no penetration/exposure/etc to be invest into.
PS: Right now there seems to be a bug that sometime cause it to not trigger Tornado, and need to self-cast flame dash to "reset" it. This happen more often when you didn't press button (even holding move doesn't count as a button press after too long), and sometime more often when phase run automation is in used...
