The bag was probably meant to randomly draw "the big wooden people" from it... you did mix them in your hands which is totally fine... but it's just my guess as there are quite a few games that use "draw from the bag" mechanics - what's unusual is that in this game you just do it during set up, rather than during the game play.
Oh!!!!! That makes sense now! I seriously just did not get it.... And it still seems a little "extra" -- but hey, at least there seems to be some reasonable explanation.
