Hi, first of all try to spend time near the cage. That way you can build the trust of your cockatiels, you can start by putting your hand in the cage, so that the cockatiel will trust you. I will link the video for that training in the comment. And how long you should train with them depends on how patient your bird can be, don't force them. its not a "real" step up by command when you press your finger against their buddy. At least not in my opinion.
