Boris was never 100% pro Brexit. He used the vote leave campaign as a bid to challenge David Cameron and replace him as prime minister (which he denied). And when leave actually won (which he never expected) he tried to seize power, but was kneecapped by Michael Gove. Then when Theresa May became PM,he constantly undermined her from the shadows. When Theresa lost her majority it made him even bolder. He cast doubt over her leadership and courted revolts until she resigned, leaving PM wide open for him. The media documented this extremely well.
