The card mentions that your opponent cannot declare an attack with lv4 or higher monsters, so once in the battle phase, if your opponent has already declared an attack, you can activate it but that will NOT negate the attack already declared

Old UDE ruling: If you activate "Gravity Bind" when a Level 4 or higher monster attacks, the attack stops.
