The bill in Congress he's talking about is called the Rebuilding Economic Prosperity and Opportunity for Ukrainians Act or the REPO for Ukrainians Act.
There is about 280 billion of western assets still in Russia (Renault, BP..). These would be confisquated in retaliation.
but it appears that most of those assets have been written off as losses by the companies.

Well the reality of those assets is that it is going to be confiscated anyways. Russia is becoming the biggest North Korea on the planet. The last thing I care about is Russia blackmailing us with BP's or Renault's assets, while withholding us from transferring vital financial help to Ukraine.

One of the greatest problems is no accountability.....when the person who holds the highest office of any country invades another country in violation of Internatinal Law there has to be a way to hold them accountable and seizing assets and using them to help the invaded country should be allowed legally.

And unfortunately, it wouldn't affect Putin's decision-making at all, because he thinks in terms of longterm status of Russia - that's why he always had so much "tolerance" for loss of human life as a necessary cost, in his view.
