A lady's jacket said "FWC" which I assume means she's with the Fish and Wildlife Commission, but aren't whales out of the FWC's jurisdiction?

Florida Fish and Wildlife Conservation Commission, I believe. And they are heavily involved with the monitoring and safety of these animals in that region. It's prime calving ground for NARWs. :)
