notice how both Hawke and Denzel are being extremely careful with their words regarding police? Very likely this was due to 9/11, the movie being released about a week before the attacks. Many NYPD were killed trying to evacuate the area surrounding the twin towers and get people out of the buildings, and there was not much tolerance in the public sphere for any disparagement of police. Very different time in some ways, but as of this writing (March 8, 2022) there are also a lot of similarities. Impending war. A feeling I've not had since then.

Alonso was based on Raphael Perez a very corrupt LAPD cop who went to prison and came out and became Harvey Weinstein's driver and bodyguard. He was also the inspiration for Vic Mackey from the shield. So yes there was a cop as corrupt as Alonso once but he did get caught eventually and went to prison.
