I don't think its remorse alone or regret I think he's afraid... he killed too many things and witnessed too many horrors its enough to make a grown ass man cry, he also most likely witnessed the death of his squad (his friends) and saw them transform or get eaten in the rooms that gordon clears and passes through to reach the crying soldier!

it work as 3rd special attack,on hl 1 for sure ,and on a spin off based on same game source,where all the weapons got highly customizable choice
