That would be extremely hard and even dangerous, especially in many African countries and in the Middle East. He could maybe start by surfing every Continent? Pick the best surf spot on every Continent. Antarctica would be a little chilly though. The rest of the Continents should be pretty easy (Asia, Africa, North America, South America, Antarctica, Europe, and Australia).
There are 195 countries in the world, don’t think that’s gonna happen anytime soon.
How about every continent? Let's be a little more realistic

Plenty o' surf in Pennsylvania. Up by Lake Erie! Best spot: Presque Island. And yes, the very few surfers on the lake will be happy(!) to see you, no kidding!

But I'm back because I saw that you've surfed all 50 states! Maybe others have done it but maybe not. That's an incredible achievement! Love your energy and dedication!
