Personally, I think it's a combination of things.. He is DEFINITELY considering retirement, and this may well be (one of?) his last film(s). But he also said in that interview that there was a special exception for the perfect script, penned in gold, and handed to him by an angel, that he might reconsider. Well, Sonic 3 may not match that exactly; but it is a family movie, which Jim has been very vocal of supporting since his role as Grinch, and it's an EASY cash cow. I think Jim has a bit of a personal spot for the Eggman, being both of those things. Regardless, Variety has since confirmed he is returning as well, coinciding with the trailer release. It's definitely his laugh.

I love how the Sonic movie franchise went to being almost an uncanny movie to being an absolute masterpiece

I actually think that egg man laugh is actually from sonic 2 (movie) because I am rewatching the clip of eggman surprising sonic with his return and after Sonic says “I get it” eggman laughs and it sounds the same as one here and in the clip!!!
