Thank you for asking. It's hard to say how much it would cost in general, but you might be able to get it if you have about $1000 to get it all for starters. If you only get the brushes first, you can practice using newspaper, cardboard, etc. instead of a snare drum.
What I can say, it is indeed smart to practice with brushes on a newspaper. I‘m doing this all the time in hotel rooms. These days, quality drums are more affordable than ever, if you look for good stuff. I bought an excellent small kit used for 80€, and nice vintage cymbals for another 110. This and occasionally new drumheads is all I would ever need for serious gigging and recording. An entirely different level to what I could get some 40 years ago for 800€ as a beginner’s kit. Beyond this, I‘m buying stuff only for convenience or out of curiosity.

i do not know if its a good thing to ask but what is the total cost of drums cymbals and the brush i am thinking to buy drums to do things like this
