This is typical and also depends on the type of fabric you use. I have noticed by making the sleeve cap more wider and flat rather than pointed it does better. This pattern tutorial made my shoulder too pointed so I am going to shorten the cap from 7 inches to 5.
Thank you for always providing updates. I was about to ask same question. Biceps measurement is normally taken at the cap's height which is normally between 3.5-4.5 depending on the size. So why use 7 as the biceps?

Must the bicep be always 7 or 7.5? Because the measurement is always divide bust by 12 then add 1

This seems to me like is a completely different way of drafting sleeves which is simply measuring the dimension of the bicep height.
