It's a vacuum pump generally used for evacuating moisture from refrigeration systems prior to filling with refrigerant. Under that brass cap, which unscrews, you would connect to the system with a manifold gauge set. The discharge is via the carry handle. Specific vacuum pump oil should be used with the sight glass level generally being half way. The oil needs to be changed often if used as designed.
Under the brass cap screw is a schrader valve to hook up vacuum line to. The little oil I saw come out the drain hole looked real old, so it should be changed before use. There are a lot of experimental fun uses they can be used for besides what they are made for

It's not a hydraulic driven concrete vibratory,you plug the vibratory tube in at the end and when you turn it on it vibrates when you are laying New concrete.

Pleeeease change the oil before you switch on that vacuum pump! A pint of it is about 15 pounds on eBay. Too bad I live in Germany, if I lived near you, I would have donated a bottle. Or exchanged it for beer, respectively.
@vk4uh96 the plug isn't really a killer. Most of our electric motors are 110/220 single phase capable. You could fairly easily run a UK plug to most, and it wouldn't know the difference. But our local use motors will never be labeled 50hz. You might see resistive load stuff like heaters labeled 50/60, but never a 50hz motor

It's a vacuum pump, unscrew that brass bit with the knurled cap by the handle and you should be able to fit a pipe. It sucks really! 😂
