- The Charlotte-Mecklenburg Police Department (CMPD) is conducting a criminal investigation that resulted in the arrest of CMPD Officer Henry Chapman, after an arrestee reported that an officer had stolen property from him. The incident happened Thursday, March 14, shortly after 4pm in the University City Division. Upon investigation, CMPD detectives arrested Officer Chapman who was charged with one count of Embezzlement.
This guy blew a 15 year career over $900.00! Who knows what else he did? Mr Moon on his game. No one is above the law.
Should’ve been the same if it were a dollar.
$1000 is a felony, he’s charged with a misdemeanor

Right. If it were a citizen, they would release it…even with an ongoing investigation. But I’ve noticed a pattern, they really hesitate on videos that make them look bad. When they look like the heroes in the video, they release that within 24 hours. Guess they still got some editing to do on the interview footage.

If his Sargent had not shown up there would not have been an investigation. The young man was smart enough to not give the amount he was carrying, until the Sargent asked how much should be in the bundle he found in the door pocket. He, the young man, knew he started with $8000. There was only $7100 counted, he knew what was missing & kept his mouth shut & when asked what the crunched bills should total - $900 was the amount. And the Wendy’s receipt! Cop tampered with evidence & embezzlement should be the charges.

I’m impressed. I never see this. What we usually see here is the cop commits a crime, gets put on administrative leave with pay for months to years while the police investigate the police. Criminal defense attorney here. Embezzlement is the same thing as theft, it just contains a particular set of elements that makes it a bit unique. He’s charged with embezzlement because embezzlement is a form of theft where you are legally allowed to interact with the property but then you commit theft when you cross over into unlawful interaction with the property.
Evidence tampering doesn’t apply here because the money isn’t evidence; it’s just the prisoner’s property that the officer stole.
The charges seem appropriate.
Embezzlement is a felony and is more specific than just generic theft, in that the theft was by virtue of his job as a police officer.
If you steal, it's considered theft. If you steal and it's directly related to your job, it's embezzlement.
