No I believe what she said in the car. She did not see or hear anything, when he said from the car it’s all good she wanted to believe the officer. But she also didn’t 100% believe him so the sarge took over and you will notice that is when all the body cams came on.. except the thief’s body cam. She was nice and respectful the whole time. Actually she needs to be further investigated and if she has a clean jacket (file) then she needs to be promoted!

You have to understand the position everybody is in there with the exception of Mr Moon. Unless you've worked in the field, it's difficult to understand. I'll say this, sometimes when people get caught doing something wrong they become desperate. Imagine your co-workers getting mad at you for something, anything really... Now imagine every single one of your co-workers has a gun strapped to their side... This cop is desperate as he's stealing $900. Desperate people do desperate things.

The bigger issue is that officers don't deal with this type of situation regularly so they're reluctant to point fingers at their peers, because protocol/SOP is unclear or it's simply unchartered territory and no one knows the correct course of action. Credit to the victim. He remained calm. He kept his eyes on Chapman's hands. He didn't reveal how much cash until she counted it so he'd know some was missing. He didn't touch anything so they couldn't accuse him of planting it. He waited until after they found it to say how much it was: "About $1000".

If you watched all the videos she does her job in the end. Same with the original officer who pulled him over. It was only officer Chapman who was dirty. The bike cop with the blue eyes seems to be the only honest one in the department. You can see the look of disgust, anger, distrust and disappointment on his face towards his fellow officers. I completely understand why he didn't want to just state an amount of money that might not be correct. Also, he was only being told that he was going to be sure to get that same amount of money back after being released from jail (not the amount of money that was stolen from him). I'm glad he was so incredibly persistent. He certainly deserves an apology from all of the staff who weren't doing what they should have in searching the car/Chapman. And Chapman's apology rings hollow. The one who deserves the apology is the one who was the victim of his theft

If he's not in on it, he's not good at his job.

If you look at Officer Larks body cam you can see the sarge lets Chapman go back into the car and mess around with the money in the door. Its while the female is counting, so it's out of frame here since this is her bodycam. Only after giving chapman time and access to move the cash does the sarge open the car for the victim to look.
I bet the bills were even in order by number. I also noticed when they took it from Moon's pocket at the scene - those bills were crisp and lined up. When it was handed to the officer it looked dishoveled to me.

His hands even drop in what could be disappointed surprise. I think he's deciding whether to say something here. 3:54 you see the what ends up being the bills palmed in Chapmans hand. Did the Sergeant see them? Maybe. 3:56 Chapman drops the cash into his lap 4:11 Chapman looks at the door panel and clumsily tries to shove something towards it 4:15 money on the move again 4:17 the Sergeant almost certainly sees the wad of cash NOW, as its being shoved toward the door and he looks down at the area, clearly distracted by whatever he sees. He seems to be watching it happen and begins to stutter. He is saying "I can see his hands." while Chapman appears to move the money around. 4:25 Sergeant points at the exact spot the money is and says in an odd cadence "there's more money in here!" 4:37 Chapman looks at the door panel, appears panicked by what he sees and immediately adjusts something in that area again. Keep in mind the Sergeant has been looking in there, if cash was sticking out HE SAW IT. Sarge gets the officer out of his car and the female counts the other money and distracts Mr Moon (on purpose or not) while 11:11 Chapman the thief is allowed to reach back into the car to tuck the money more securely (this action is more clearly viewable from bike cop Larks bodycam, i encourage you to watch that also). The Sergeant obviously sees Chapman do this too and probably assumes the money will *now* no longer be visible and feels safe finally opening the door. 13:11 Sergeant only opens the door now, after he has seen the thief has had a chance to secure the visible money. He watched Chapman reach back inside. 14:20 female cop seems to try to back up Chapmans denial about the rubber band, even though they have already found the stolen money. Bike cop Lark is the only cop not looking crooked in this video.

That youngster is a CLASS ACT!! Dude is sharp and well mannered!! The police were doing their jobs and trying to access the situation, because they do deal with crooks sometimes. Halfway through, all of them realized something was definitely going on and eventually were helpful and considerate towards the youngster!! I completely understand why he didn't want to just state an amount of money that might not be correct. Also, he was only being told that he was going to be sure to get that same amount of money back after being released from jail (not the amount of money that was stolen from him). The officers there especialy the black one and the female tried their best to cover this. She said we've been looking the total time-we saw nothing-our body cameras are on. The black officer tried his damndest to get the fella NOT to look at the officer while he was situating the stolen money. They ALL need to be fired as the public can't truth them.
They totally wanted to sweep it under the rug. Female cop just wanted to write a number down on the envelope and call it a day. After they found the stolen money they still give the guy a hard time. Disgusting.

If you look at Officer Larks body cam you can see the sarge lets Chapman go back into the car and mess around with the money in the door. Its while the female is counting, so it's out of frame here since this is her bodycam.
Only after giving chapman time and access to move the cash does the sarge open the car for the victim to look.

I bet the bills were even in order by number. I also noticed when they took it from Moon's pocket at the scene - those bills were crisp and lined up. When it was handed to the officer it looked dishoveled to me.
The rubber band was off and thats why the female officer put the other rubber band on top of that money becuz it didn’t have the rubber band she knew once chapman headed her the money without the rubber he stole it

That youngster is a CLASS ACT!! Dude is sharp and well mannered!! The police were doing their jobs and trying to access the situation, because they do deal with crooks sometimes. Halfway through, all of them realized something was definitely going on and eventually were helpful and considerate towards the youngster!! At the end of the day, the youngster got his money back, cop-turned-thief is no longer on their police force and the sergeant showed empathy to the youngster. 👏👏
