It is an additive as short fibres about 3 or 4 inches long (or as specified for the particular concrete) and is often mixed into the concrete mix with Liquid Polymers and Plasticizers. Together they can make extremely strong and resilient concrete that is not brittle.
Fun fact: The original Corvette was produced in fiberglass not for weight savings (it was actually not that lite) but to more easily create the iconic Corvette shape... it was the 50's after all.

Fibreglass roofing is not common. UV destroys it, and it stopped being sold in many parts of the world.
