I believe its the poem of the last Tang Dynasty emperor before he was forced to commit suicide by his captors. So yea, its meant to be sad. I think it becomes even sadder when you realize in the historical records, it says he was forced to commit suicide because he angered the Song Dynasty emperor at the time.
