I do this all the time when I'm at the beach but only if there are pieces I like and they have lots of holes for my livestock to live in and for beneficial bacteria to grow in. I usually go for larger rocks for structure and smaller ones for accent and usually the midway sizes function as both.
i am glad I kept all of my 100 lbs of Marshall Island and Tonga Branch live rock from my old build.

I think in a lot of communities, it's highly frowned upon 😡🪨
