I actually watched this episode a few days back, and this was by far the most punished bart ever got for a prank of his aside from getting arrested a number of times.
The way old Simpsons build up the jokes so that the payoff is even more satisfying. Like here when the fly buzzes past and you as the viewer know what's incoming is going to be earth shattering
