To get the evil cat you need to go to the alleys beside the hotel, go at the end and click the cat until he jumpscares you

I have no idea about the cone one, but i found a cone with legs and he runned away

the cone one is just going to every cone until u see one with legs, he keeps running so u have to keep finding

Nvm, looks like u need to find 1 at morning, day, sunset and night, they change locations but its the same for everyone
