I got to say that this almost feel like a Mage the Ascension game where you play as a Technocracy agent hunting reality deviants.

And when she said "your enemy" when she entered the Central Executive, that spiral appeared on screen, and she corrected herself. I think the spiral is the entity within.
The direct story implies Jesse came up with "the Hiss", but the documents prove it was called that before her. Are they retroactively changed by her becoming the new director?
No she came up with the name. Those reports were written, in lore, after Emily leaves the Safe Room. The game just gives us access to it upon killing the first Hiss Guards.

The devs said they were inspired by SCP lore. The worlds of SCP and FBC are different

Gonna take a wild guess. The antagonist/s are creatures that manifest themselves based on archetypes. For example, the Service Weapon (which also seems to be one of these creatures) is a gun (as it’s in America, and if you say the word ‘weapon’ 99% of people think ‘gun’, but in the past it was a sword (Excalibur, and before that, a hammer (Mjolnir). This is why Urban Legends seem to cause AWES, as if the myth is storing enough, then it actually manifests are a real thing.
I have a feeling there’s going to be a big twist at the end of the game, and that twist will be that Jesse herself is the weapon/creature, NOT the Service Weapon she’s holding. After all, who else would be better suited to the task of becoming the Director than a person who’s entire life has revolved around finding it and ‘looking beyond the poster, she has no solid backstory, and she seems to know exactly what she’s supposed to do through a voice in her head (which is either us, or the Board, she directly addresses us while narrating, as if we are the voice in her head.)
Jesse is the Jungian archetype of order made manifest, and the Hiss is the Jungian archetype of Chaos made manifest.
Or who knows, maybe I’m just a looney on the internet who has no idea what they’re on about... 🤷🏻♂️

That's his way of doing things. I get that his way of doing things isn't for everyone, but that's just how he is. If it annoys you, then I'm sure there are plenty of other let's plays and walkthroughs of this game on youtube, and I'd be willing to bet that many of them would be more to your liking. Hope you find / found something else that you could enjoy more.
