There are two things that you need to consider:
i.) An HR Operations role would require some formal qualification in HR. Since you have mentioned that you are a Chemistry graduate, consider taking up some short term courses that'll improve your suitability.
ii.) See the exact requirements for an HR Operations profile. The short courses that you take up should be related.
Start applying to the positions of your interest, even if they are with small companies. This should give you a good start. With experience, you can make it big.

How would you make sure that an employee that gets selected joins the company
That's a tricky one as you don't really have a control over the candidate. And, many a times it happens that the selected candidate doesn't join the company.
What you can do is keep in touch with the candidate and ensure that their motivation level is high enough. This will also allow you to deal with any red flags immediately as you see them.

I hv one question as a hr recruiter if i hire one candidate but his joining after one month when his previous company notice period will be expire. In between he got another good offer and he give me excuses thn wht should i do as a recruiter because for this company wait month. How will I identify that he will not join.
There isn't a sure shot way, Swati. This is quite common in the current market and bothers a lot of recruiters. Keep speaking to the candidate during the offer and joining time for any clues. Also, be vigilant of how much of candidate's requirements have been met by this new position- both in the terms of skill set enhancement and package.
Hire candidate who has gap. He will be faithful to your company if you give him chance and his parent will bless you.
Generally in this situation candidate mail for Salary Adjustment or else terminates the offer.
