The Steve Urkel thing is an easter egg reference to an urban legend that Die Hard and Family Matters takes place in the same universe and the cop is the same character in each.
The actual reason is that Urkel doesn't appear in the game, it's just a gag James (aka the Nerd) threw in because Theo in the game's cutscenes looks kinda like Urkel.

I think this game looks very ambitious for its time. The locks instead of a simple clock are a nice touch, and they did all they could to make the game resemble the movie, with the limited and known number of bad guys, the foot power, the locks, etc. The "fog of war" is a pretty smart mechanic too, enemies don't notice you before you see them. Maybe the game is impossible due to the firepower the enemies have, and the bad controls, but it really does look like it could have been a classic.

He actually gets a lot of details wrong about this game. For example, the timer running out takes you to the final boss battle with any reminding bad guys. I'm also not sure why he is so surprised that jumping out of a 32nd-floor window kills you.
I just played through this entire game and it's the tits. Pretty short and a bit confusing, but really solid for an NES game, honestly. You just have to be CAREFUL and ABLFS, always be looking for sodas. If you've seen the movie, you won't need a walkthrough. Just pay attention to messages on the radio and follow the order of events from the film. They match up almost exactly.
Regarding what the nerd says about characters talking back to the player (around 6:24...) Actually, in Sierra a Lucas Arts graphic adventures characters talk back to the players all the time (especially to tell him or her that they are not going to perform certain action that the player commanded)
