This title is utterly incorrect! He might the first Abbot of a Tibetan Buddhist Monastery... Probably IN Tibet. There are plenty of other westerner Abbotts in other schools of Buddhism. And it's about time Tibetan Buddhism got with rest of the schools.
In Tibet foreigners are strickly controlled so the question of becoming abbot is out of question. Foreign tourist are even discourage/warned not to talk to Tibetan while in TIBET.

Not easy to grasp vajrayana. Maybe Theravada abbots, their main focus is the vinaya.
