All scenes in hell are non-cannon, because in the manga hell was never shown and hell was described by piccolo as a place were souls are trutured with no memory of when they were alive.

No, this was during the Saiyans saga. Tien, Yamcha, Krillin, Yajirobe, and Chaotzu are training at Kami's Lookout while Vegeta and Nappa are on their way to Earth. Mr. Popo shows Krillin and company a room where Goku got a lot of his training, and they were sent to Planet Vegeta's past, or something like that. There, in that battle-scarred place, the guys encountered a couple of Saiyans.

I base canon on Dragonball Z, after Goku and Vegeta went super it's only logical that they taught their children making the whole process easier, it's a much funner thing to think about than just the creators didn't feel like drawing her as a super saiyan

Nothing states that her blood is an issue as Goku Jr. and Vegeta Jr. are 1/16 Saiyan (possibly even less if go by the Perfect GT files). Whether you regard GT as canon or use your own selective canon there was never a genetic reason to explain Pan not transforming, just that she was never drawn as one.
Personally seeing her fight in GT I say she doesn't really need to transform, aside from finally ending rumors she's fine as is imo.
