Todoroki is very overrated
Yes he looks great, has a great quirk(s)
And has a tragic backstory and stuff
But personality wise
Hes the worst character in the show
Even mineta is way higher because atleast he has a personality
Todoroki had his moment in season 2 then horokoshi pretty much threw him aside as a boring side character and focused on dabi and endeavour
