They are close friends and Hank probably felt he could take a few liberties that others might now. Tom Hanks is as good as it gets though on any talk show.
He knew he had to redeem himself with Marty and the audience because of his storm off the first time since he was too sensitive about his acting. He felt like such a schmuck that he saw a once in a lifetime opportunity 2 shock Jiminy that he grabbed it for all it was worth and love the audience response and getting Marty to say how impressed he was! You could see that Tom was so happy!
Martin said in an interview that he based the voice change off his neighbor he had as a kid. He said one minute he was would be nice and say “would you like some cookies?” Then he would switch moods in a nanosecond and yell “GET OFF MY LAWN!”

Tom Hanks had such unexpected audacity and comedic timing that it stopped Jiminy dead in his tracks and left him open mouthed and speechless for a full five seconds.
I only found it because Jiminy is held in such reverence by all the great comedians. Once you see it there's no going back. Reminds me a lot of the characters of the great Australian comedian Barry Humphries.
