While it's true Martin Short is very quick-witted and clever, there's also another dimension to his admirable skill: he's constantly coming up with (and writing down) new ideas, jokes, funny words or turns of phrase, and other comedic stuff that he can "plug in" to various situations as needed.
That's the case with most professional comedians: they have a "store" of material they've previously prepared, which can be plugged into various scenarios as needed. It's part of what makes them such good comedians.
