The PVB shown at 1:08 is installed incorrectly. The critical line should be 12" above the system it is protecting and as shown the line leaves the backflow preventer and immediately turns upward. The PVB should not subjected to backpressure.
The relief valve will open if there is backsiphonage. The relief valve will not open if there is backpressure and the second check valve is holding tight. If the second check valve is leaking and there is backpressure the relief valve will open. Video states that the relief valve will open if the assembly is in a backsiphonage or backpressure state.
