It wasn't intended to be a hit, and he knows it. It was an abduction/assault that was supposed to be a severe beating that went incredibly sideways when a gun was pulled to restrain him, while Sliwa was fighting to hit the gun and fight back he was first shot.
It was what it was. He's lucky he didn't die because it was one of the most incompetent jobs the mafia ever tried to do. If not for the violence and Sliwas near demise it would be comical (I'm sure Sliwa would disagree).
As for the other shots, panic that they would be either caught right there or he would escape and then they would be charged for attempted murder.

hes so funny. i had a good laugh when he was describing how his brain was almost rearranged and there were tubes coming out of every orifice. its not funny but the way he said it is . And that flick of hid forehand on the chin the way italians do ...thats so funny. And he said that when he opened his eyes in teh hospital and saw EDWARD KOCH there he thought he had died and gone to hell :) lol
