The US is not a democracy its a Federal constitutional republic that uses a democratic processes to elect representatives for a set period of time.

How does one determine the scale of how democratic a country is? I get that countries ran by dictators rank highly but how would one seperate say, the UK from USA?

Having the word "Democratic" or "People's" in your country name is a guarantee that it is anything but.
German Democratic Republic (East Germany), the Somali Democratic Republic, the Democratic Republic of Vietnam ( North Vietnam), the People's Democratic Republic of Yemen (South Yemen), the Democratic Republic of Afghanistan and the People's Democratic Republic of Ethiopia.
States which use the term "Democratic Republic" in their official names also include many that do not hold free elections and have been rated as "undemocratic" or "unfree" by organizations that gave such ratings. Algeria (People's Democratic Republic of Algeria), Democratic Republic of the Congo, Ethiopia (Federal Democratic Republic of Ethiopia), North Korea (Democratic People's Republic of Korea), Laos (Lao People's Democratic Republic), Nepal (Federal Democratic Republic of Nepal), etc.

Democracy is a western term. You notice that most of the democratic countries are in the European continent and EU particularly. This is because they are more developed not only economicaly but on a societal level - famines, religious repressions and inquisitions of the dark ages, the black death, the industrial revolution, conquering half of the world, not to mention 2 continent wide wars. All these things played a part and shaped Europe to find solutions to it's economical, political, racial, religious and social issues
