Billy says he uses two delays - a short one (from videos I've seen seems like just one repeat) and a "medium" one (his words) which are basically that 400ms you've used. He also uses chorus on the Roland (so at the end of the signal chain).
Definitely hear a chorus on it. Definitely more than one delay. This too dry. There is more smear on the record suggesting more layers of modulation and delay. The original sounds like its come from a wobbly tape machine on the other side of mountain range.
Yes, that is an absolutely critical piece of this sound. You’ll never get it exact without picking there. It’ll sound too “thick” if you pick in the normal picking area.
Flanger digital delay at 100ms second delay at 300ms Ibanez tube screamer and chorus out of a Roland open back 120watt stereo chorus amp. Same settings for Rain, Hollow Man and Nirvana.
Boss SD1 BF2 DM2 400ms & DD2 800ms into a JC120 & some valve amp which Billy can't recall but believes to be an ampeg.. but live videos of the dreamtime era have him using a boogie so possiblt that.. Also a violin bow allegedly?
I get the perfect sound through my Korg G3 processor - using crunch, through a Roland G-6 digital guitar sound system (delay + flanger + drive + chorus) .
I get a pretty good representation of this sound with my bridge P90, the other settings being more or less as specified here. I'm not questioning TG's advice, just adding my setting to the mix.

One of the delays is an analog and the other is a digital I don’t know which way round they are tho
Billy has stated that to get the true sound, you pick between the bridge and the bridge pickup.

The Roland JC-120 is another critical piece of this sound, for that really clear, glassy sound.
I dont have a flanger, but will try my phase 90 mini phaser along with carbon copy deluxe and chorus.
Used a multi fx pedal plus Gibson, worked well enough for me cheers for the vid!

Sounds like there should be a Chorus and some distortion as well?
Yes I think Billy Duffy stated that he used chorus but from his Roland amp and then adds a bit of overdrive when the verse kicks in.

yup - chorus pedal, 2 delay pedals, flanger pedal and overdrive for when the drums come in
