The handle device needs to be a lot longer and more sturdy . Mine broke after using it half a dozen times It will not hold on to the hook on the base anymore

There's no way that would work with a small woman's sock. They don't stretch that much.
You are correct. The sock has to have some stretch to it. That's why it doesn't work well for compression socks.
