Don't mean to rain on your parade, but after playing HL2RP and reading the wiki, A lot of what you think they mean, isn't what they mean. An example is "Clamp" When it says clamp, she is refering to the metal, glowing devices on many of the doors in the city. they are actually just called "Clamps" or "Combine clamps" and after looking a lot into the wiki, lore, and canonical universe, off-world relocation may just be another fraise for the death penalty. Another interesting fact is that almost all of the combines "Code words" are medical terminology. Such as "Amputate" "Malignance" "Administer" "Cauterize" "Infection" and many more. If you really like the half life universe, and want to be truly immersersed, I highly recommend buying Garry's Mod and hoping on a server of HL2RP. You'll learn so much more about the innerworkings of dispatch and the Civil protection. Being an anticitizen is amazing when the combine have the striders and dispatch refering to you. Being able to affect the envirnment with your own actions in a multiplayer expierence is truly amazing.

Citizens who would fail to comply, commit crimes i.e. rebel against the combine are "Potential civil infection". Rebels are treated as a cancer in the city 17 populace. So when a citizen is civil infection, they are a [malignant] citizen so the combine [AMPUTATE] that citizen as if it were an extemity. Removing them from the non malignant, compliant citizens.
I love the Orwellian/medical tone of this. Language completely devoid of emotion to make Combine forces even more detached from compassion and doubt about their opressive violence. Can we just talk about how this voice adds to the game. Try to imagine being back in City-17: Combine guarding everywhere, grey sky, Citadel standing over the city and this voice, watching everything happening, ready to order units to move at the slightest of threats. The TONE of the voice is supreme. There are no speakers, nothing this voice comes from. It just exists and can't be stopped.
They did a good job with all the little things in this game. The Combine would usually try to make things as humanly unhuman as possible, almost uncanny. People look up to stern women, so if a stern women declares your deduction of 5 ration points for your block, they most definitely will do it. The robotic voice makes it even more uncanny. The echoing throughout the city reminds other blocks what could happen if you don't obey the Combine. Absolutely fantastic work, Valve.

Surely there's many different Overwatch voices going on at once? Many hundreds, for example, relaying different messages to different individuals and city blocks and the City as a whole? For example, I doubt 99% of City 17 will be interested in Overwatch saying "miscount detected in your block" when Gordon shows up - surely that voice is confined to the building he walks into?
She's probably an AI (a version of GLaDOS maybe..?) so she can process hundreds of different messages for everywhere that needs one. So yes, there are many voices going out at once, but they're all the same voice.
Thanks for uploading, I never really took the time to let the meanings of these messages sink in during the game. Couldn't either, since background noise drowned it out from time to time.
I’ve been listening to this since I first played the game. I don’t know why but something is really resonating with me when I listen to these announcements.
When I played, I couldn't hear the voice saying "Please" at 1:08, probably because it was drowned out by some other sound. Hearing it now...yikes, that's so 1984.

1. Pretty easy to record the effect. You need a big reverb and a phone filter. Put the phone filter first. A phone filter and a reverb can be found in EZMix. 2. The citadel most likely have huge speakers mounted exteriorly, and smaller speakers mounted on the buildings.

As for how this was done, Jb o connor , I would guess that the sound guys gave scripts to the voice artist (Ellen McLain), and then plucked certain words from her recordings and spliced them together. Note how she says "protection" each time. It's always the same. It's either that or they gave her a list of words to read and she just read them and again, they spliced the words they wanted together.
A big train station, 30th Street Station in Philadelphia, recently got this voice... I’m expecting to hear Breen after the announcement for the next train. “Welcome to city 17.”

Keeps everyone confused and gets people used to not knowing anything.
The fire alarm in my local shopping centre and school sounds similar to this from far away. They where doing a test one morning in the shopping centre and I was standing outside my school and all I heard was a siren and an incoherent female voice echoing from somewhere in the distance. The voice just repeats “An emergency situation has arisen within the building, please leave the building in an orderly manner by the nearest available exit”

She's probably an AI (a version of GLaDOS maybe..?) so she can process hundreds of different messages for everywhere that needs one. So yes, there are many voices going out at once, but they're all the same voice.

Wasn't recorded. You can find the sound files but must need special program to open the folders for the files. I recommend GCF Scape.
1. Pretty easy to record the effect. You need a big reverb and a phone filter. Put the phone filter first. A phone filter and a reverb can be found in EZMix.
2. The citadel most likely have huge speakers mounted exteriorly, and smaller speakers mounted on the buildings.
it wouldn't be that hard to broadcast in the city. just have speakers on official buildings like the airstrike sirens

As for how this was done, Jb o connor , I would guess that the sound guys gave scripts to the voice artist (Ellen McLain), and then plucked certain words from her recordings and spliced them together. Note how she says "protection" each time. It's always the same. It's either that or they gave her a list of words to read and she just read them and again, they spliced the words they wanted together.

Everything is vague and euphemistic, the CPs are getting the bare minimum amount of information and instruction pumped into them. Just a location and a set of instructions to carry out. Keeps everyone confused and gets people used to not knowing anything.
