I think Charlie almost never being seen was kind of the point of his character. I remember when I was a kid, I had friends who had fully grown siblings I never met who were off doing amazing things. They almost seemed too cool to be real and they had this feel of mythical heroes. Rowling has a great way of mixing fantasy magic with that magic we all experience in our everyday lives.
