What if when you replace the fuse and it keeps shorting out the fuse

I would then remove the lighter assembly (install a new fuse without operating the lighter) and use a test light to confirm you have 12v coming to the two wires at the back of the assembly. If you do, your lighter assembly is bad and you need to replace it.

If the fuse is good, then next step you'll need to check if there is 12v power at the outlet. Easiest way is with a test light.
