Hello ! I apologise for my late reply, there is lot of different software that you can use to upscale, the most easy and free to use would be waifu2x that is totally free to use. After if you want to do something more serious you can buy dedicated programs for upscalling but you will need to spend some amount of money for it (buying the software). As well you need a really powerfull computer if you want to upscale at high resolution. Low resolution to 1080P is fine, but once you start on 4K it's starting to get tricky and 8K is only for really powerfull computer or workstation.
