Guards respawn after three days.
I recommend to leave the city for at least three days. Otherwise the guards will support Umbra.
In order to save the citizens against Umbra, midnight is the best time to do this.

Damn Umbra doesn’t mess around
When I was 10 my father somehow managed to aquire Umbra for me. Never have been able to get it since. Umbra is my weapon of choice always hands down.
She's in a ruin not far from the Imperial City. Melee class has it the worst to take her solo, but be a mage and get invisibility and you can smoke her. Otherwise, you can always do what others are showing here which is to kite her all the way to the city and let the guards do the showdown and dirty work, which may more fun arguably ;). I will say however, you can kite her around the ruin and bug her out on certain objects where she cannot get to you. Best weapon in the game that I found by chance originally, it's the only weapon I know of that will level up as you do. By the time your character is higher level, most of the Damage on other weapons aren't even close to comparable. Epic!
I know I'm late to reply to your comment but Umbra is located in the Ayelid ruins Vindasel and you can 1 shot kill her using the Stormrider's Scroll but make sure you save your game before attempting this because there is only 1 in the gane and to use it correctly you have to be close enough to the person or creature you wish to use the scroll on to extend your arms forward to make contact with them. Otherwise you will waste the scroll unless you use the old item duplication glitch to get as many Stormrider Scrolls as you wish to have then u have nothing to worry about as it is easily the strongest attack on the game without a doubt.
It will lay out anyone who is unfortunate enough to be within 30' of you once you use it on someone. It will smoke an entire mob of enemies in one motion.... Just a thought. I love Oblivion and was heartbroken that they never remastered it for PS4

Probably the Imperial City, max dif makes Umbra almost umbeatable, the imperial armor, shield, bows and swords are valuable enough, and they respawn nonstop
And you could always heal her and replenish her fatigue with spells, you actually can profit a lot early game with this

any tips on how to set this up? guards always come for me and not umbra even if i wait 3 days outside the imperial city. umbra very often gets lost/abandons following me as well, even though she was right behind me just seconds before.
It's been years since I've done this. If I remember right it's about how you initially attack‐ I think anything but a magic attack will cause the guard to see you as the aggressor. Maybe I'm remembering wrong, but I had a lot of fun trying over and over again.
