Sterling Cool is one of the best cnc bath solutions you can use and is non hazardous. Keeps from rusting and cools parts quickly. I believe it also helps tremendously with bacteria. It is a little pricey at 175 per 5 gal Bucket. We have a 4x8 table and have to use to 5 gal Bucket and about 50 gal of distilled water do help keep down on the corrosion.
Putting the magnets in the water is an ok idea. I think it would be easier to remove if not stuck to the bottom of you water troff. Having the water return where the magnets are would be best.
Look for "water bath treatment" we use it for our waterbath in the lab. It is an anti algie and bacteria mixture that isnt harmful for touching and has a nice blue color and anti corosion additives. It last up to 3 mounth depends on the product and dirt you get in, also the color is an indicator, when the blue is gone, it is to old and you need to add more.

If your in a shop with no flying insets yes i bet the stuff is great.
You could separate the drain and fill lines. Move the drain lines up and it would drain faster.

Rust isn't generally attracted to magnets. If it has bits of metal in it, that might work. But the rust itself isn't magnetic.

Attach a piece of sacrificial magnesium inside the tank, remove and replace as needed when it corrodes. No rust then
