Yes it's normal... it's the condensed water
How did you did your initial set up once installed. Manual is confusing.

How do I set it to come on and stay running
You don’t. You set a set temperature, and then it will run into a reaches that. There’s no setting to just keep it on all the time.

My brand new pool water heater model P-R156 A doesn't start up, how to start up the heater? It keeps showing off at the control panel.

Is your pump on? Typically it won’t turn on or less water is flowing through it when your pump is on.
Yes, is running water, I noticed that the panel is showing swing open and do not start up or turn on
